There is no system at the Kuwaiti National Library to check the status of a certain work if is copyrighted or not. In general the © 'C in a circle' is the normal copyright symbol and it refers to the copyrighted work.
You can file a court case against the infringer.
If you can prove that the use was based on fair use and not on bad faith, then there will be no infringement.
The optimal protection is by registering the work as copyright. However, the Kuwaiti National Library ceased temporarily to register a copyright for foreign companies in Kuwait. They only accept copyright for Kuwaiti Citizens.
