India’s First Modern Intellectual Property Building Opens in Dwarka

DWARKA, NEW DELHI - Shri Kamal Nath, Union Minister of Commerce and Industry, inaugurated India’s first state-of-the-art integrated Intellectual Property Rights (IPRs) Office building at Dwarka, New Delhi on August 29, 2005.

According to a press release by India’s Press Information Bureau, the opening symbolizes a significant step towards the completion of the government’s Rs1.24 billion ($28 million) project for the modernization and strengthening of IPRs and patent offices in India. This is the first in a series of four virtually interlinked IPRs buildings in the metropolitan cities, with the three other offices being erected in Kolkata, Chennai, and Mumbai.

A modernized infrastructure, extensive computerization, simplification of procedures and integration of information technology, human resource development, digitization of records, efficiency and transparency were all taken into consideration in the new office.

On the special features of the Delhi IPRs Office, Nath described the facilities as “state-of-the-art and comparable to the best in the world. Not only patents, but trademarks, copyright and geographical indications are all housed here."

The government of India has provided an appropriate legislative framework for registration and protection of IPRs, Nath emphasized that “our legislations are well calibrated to meet our domestic requirements while fulfilling our international obligations. While amending the 1970 Patents Act to meet our obligations under TRIPS (Trade-Related Aspects of Intellectual Property Rights), the government has ensured sufficient public safeguards to protect the domestic industry.”

Abu-Ghazaleh Intellectual Property (AGIP) marked this event through the participation of AGIP’s India Office Manager Mr. Khalid Al-Khalidi.
"Several key speakers focused on the modernization of IP infrastructure in India, adopting e-filing system and online status reports which are likely to be implemented by March 2007," Mr. Al-Khalidi said.
