King Abdullah Reconfirms Need For Excellent Judicial System

His Majesty King Abdullah II reconfirmed the necessity for promoting and developing the performance of the judicial system to conform with the requirements of the era, to maintain equity, and to maintain citizens rights.

Upon heading the meeting of the Royal Board for Judiciary Development, H. M. King Abdullah II emphasized the importance of the government‘s dedication of due attention for recommendations taken by the Royal Board which conform with the goals of His Majesty in enhancing the judicial system in the kingdom strongly and efficiently. During the meeting, H. M. listened to the summary presented by Ahmed Obaidat, Deputy Head of the Royal Board for Judiciary Development, about the Board’s achievements since its constitution last August. The summary included an aspect of the most important features of the revised draft laws amending the Civil Court principles, Penal Court principles and Reconciliation Court principles, in addition to draft laws of the arbitration and judicial execution. Through a royal letter to the Prime Minister, Mr. Aly Abu-El-Rageb, King Abdullah II had last august entrusted the constitution of a Royal Board empowered to make an integral plan for developing the judiciary system and the supporting systems thereof. Obaidat discussed a number of draft laws adopted by the Board for expediting litigation procedures, ensuring the veracity of the legal performance, and activating the judicial system. These projects include the draft law of the independence of the judiciary system, which provides the supreme Judicial Board with all powers, competences and responsibility for the judicial system, the workflow in all the Kingdom’s courts, and the judges’ administrative procedures. Obaidat pointed out to the draft law of constituting the judicial courts aiming, inter alia, at providing a greater number of authorities for examining claims and resolving them it in a more rapid manner. Obaidat further pointed out to the Royal Board recommendations regarding the development of the judicial system, supporting the administration system, drafting of a new system for judicial service, including amending of the judges salary system according to the ranks, appointing administrative cadres qualified for activating the use of computers in the litigation procedures, establishing a particular system for notifications through private companies and a different system for experts whose opinion the court may resort for the service of equity. The Prime Minister and Head of the Royal Board for Judiciary Development had praised the efforts of the Royal Board which was able to draft these ideas in the form of applicable scientific plans within a short period pursuant to the directions of H. M. King Abdullah II. The Prime Minister further emphasized the government’s intention to provide everything possible for developing the Judiciary field and enhancing its independency. The Prime Minister emphasized the Government’s seriousness in allocating the necessary finance for executing the Royal Board ‘srecommendations included in its triplicate plan. It is worth noting that the number of judges in the kingdom is 404. In its recommendations, the Royal Board aims at duplicating this number within the coming three years.
