Syria Grants Grace Period for Late Payment of Patent Fees

DAMASCUS - The Syrian Ministry of Internal Trade and Consumer Protection issued the Ministerial Decree No. 17 of 2019 granting a grace period for late payment of patent fees.

According to Article 1 of the Decree, inventors who have not paid the annual fees due from the beginning of 2011 shall be granted a grace period of three months to pay the fees.

The Decree also grants the inventors who did not invest in their inventions a grace period of one year for one time, as from the date of issuance of this Decree to invest their patent, or submit a Nominal Working (which is a routine advertisement for the patent investment offer in the local newspapers).

The issuance of this Decree comes to support the inventors and encourage them to progress and introduce more inventions. The Ministry of Internal Trade and Consumer Protection has taken steps to protect patents as they have a positive and effective role in the development of society, taking into consideration the situation in Syria that prevented the inventors from paying their legal fees. 

Commenting on this Decree, Mr. Atef Nadaf, Minister of Internal Trade and Consumer Protection, said: "We consider this Decree as a support to inventors, especially in these circumstances, as it provides protection for patents and the Intellectual Property Rights.”

The Decree entered into force in Syria, and its Implementing Regulations were issued.
